Law No. 2 of 2014 Article 2 creates the obligation that every person entering Syria must hold a passport bearing a Syrian-issued entry visa, and Article 7 authorises the Interior Minister to exempt anyone; Decision No. 128 of 2025 exercises that authority by fixing the visa fees and the fee-exempt nationalities.

The official Serbian Ministry of Foreign Affairs page states the visa requirement for Serbian citizens entering Syria and the place it must be obtained — the Syrian Embassy in Belgrade — so a Serbian traveller must obtain authorisation from Syria before boarding.
