The Ley de Extranjería y Migración is the statute that creates Venezuela's entry regime: Article 6 defines the non-migrant (tourist) category with its 90-day stay, and Article 7 (full text also held) requires every foreigner to hold a valid passport with the corresponding visa or authorizing document — the obligation the MPPRE exemption list operates on.
Article 1 of the Serbia–Venezuela Agreement on the abolition of visas for ordinary passports, reproduced in the Serbian ratification law, exempts citizens of the other party holding a valid ordinary passport from the visa requirement for entry into Venezuela for up to 90 days.
