Every person entering Belize as a visitor is required to required by certain nationals have visas issued by a diplomatic or consular officer of Belize 77/1984 or where Belize is not so represented by a diplomatic or…consular officer of the country that acts on behalf of Belize in the country of issue except–

The Immigration Regulations, regulation 14(1), imposes the obligation: 'Every person entering Belize as a visitor is required to have visas issued by a diplomatic or consular officer of Belize … except—' followed by the exempt classes. The same consolidation holds every Immigration (Visa Exemption) Regulation and Visa Relaxation Declaration Order made under section 8(3)(b) of the Immigration Act that names the exempt countries and their stay periods. This document creates the requirement and grants the exemptions; the department's table only reports the resulting position.

Regulation 14(1) requires every person entering Belize as a visitor to hold a visa except the enumerated classes; these issuer classes (stateless persons, refugees, persons of unspecified nationality, residual British nationality classes, Timor-Leste and Nauru) are not within any excepted class and appear in no exemption instrument, so a visa is required in advance.
