Decreto 286 (Ley Especial de Migración y de Extranjería) creates the obligation: Art. 38 requires every foreigner to carry a visa unless exempt, Art. 29 establishes the A/B/C visa categories, and Art. 84 defines the tourist stay limit. The RREE classification, the CA-4 manual and the DGME notice implement or supplement these articles rather than creating the obligation themselves.

Art. 38 requires every foreigner to carry a visa unless one of its numbered exemptions applies; none of those exemptions covers these issuers and none appears in the RREE classification table, so the default visa requirement applies.
