Section 29(1) of the Immigration Act [Chapter 4:02] imposes the obligation that settles this regime: an alien 'shall not enter, be or remain in Zimbabwe unless he is in possession of ... a visa or endorsement', and every category (visa-free, visa-on-arrival, advance visa) is a facility or exemption carved out of that requirement.
The official e-visa FAQ defines its Category C: nationals of the listed countries must obtain and pay for a visa before travelling, so an authorisation must be arranged in advance.
