Law 79/2021 is the statute that makes a valid entry visa the general condition for a foreigner entering Albania (art. 6(1)(b)) and vests in the Council of Ministers the power to approve the visa-free country list (art. 29(1)); VKM 858/2021 is its implementing regulation, which is why the rows cite the VKM for the lists and the Law for the underlying obligation and duration.
Point II.A.2 names Annex 3 as the visa-free list for ordinary passports or ID cards; the Annex 3 footnote fixes 90 days in 180 as the ceiling these nationals may stay without a type-D visa, and Law 79/2021 art. 29(2) grants the 90-in-180 stay to every foreigner exempted from the visa obligation.
