The Immigration (Visa) Order, made under s.7(3) of the Immigration Act, imposes the visa requirement: s.3(1) makes the passport of a subject or citizen of a country listed in Schedule 1 unacceptable for entry unless it bears a valid visa, and s.3(2)-(3) distinguish visa on arrival from visa prior to arrival. It creates the obligation rather than reporting it; the External Affairs lists and bilateral agreements describe or modify it.
The Department of External Affairs' table lists each of these EU member states with 'NO' and 'up to 90 days in 180-day period' under 'Foreigners visiting Saint Lucia', so their citizens enter visa-free for 90 days in any 180-day period; the EU–Saint Lucia visa waiver agreement, recorded in force on EUR-Lex, is the underlying grant.
