Seychellois no longer need visas to travel to Nigeria |06 April 2011 … This took effect on February 11, 2011 upon recommendations of the high commissioner and the tripartite committee set up by Dr Goodluck E. Jonathan in January 2011 to consider such a request from the government of Seychelles. … “The federal government of Nigeria is convinced that the abolition of visa requirements would strengthen relations between Nigeria and Seychelles and forge closer ties between the peoples of the two countries,” says a statement from the high commission of the Federal Republic of Nigeria in Nairobi to Seychelles’ Ministry of Foreign Affairs.

The Immigration Act 2015 (Act No. 8 of 2015) creates Nigeria's entry-visa obligation: section 20 vests the power to issue visas and prescribe visa requirements, section 19 governs refusal of entry, and section 23 empowers exemption from entry requirements. The Nigeria Visa Policy, the Immigration Regulations 2017 (made under s.112(1)), the ECOWAS Protocol and the bilateral waiver arrangements implement or qualify that Act. Its gazette copy is a scanned PDF with no machine-readable text, so the operative texts are quoted from the instruments that carry the detail.
The Seychelles Nation is the other signatory's own state newspaper (published by Seychelles' National Information Services Agency) and it reports the abolition of the Nigerian visa requirement for Seychellois together with its commencement date, quoting the statement of the Nigerian High Commission in Nairobi that the federal government abolished the visa requirement. Nigeria's own text of the 2011 abolition is not obtainable (the Seychelles MFA visa page is unreadable and no Nigerian instrument records it), so under the two-publisher rule the other party's state publication carrying the destination's announcement is the evidence of the grant.
