Except for the nationals of the countries and territories specified in Schedule 2, all other foreign nationals and stateless persons shall produce to an immigration officer a passport endorsed with an entry clearance which shall take the form of a Turks and Caicos Islands visa, issued for the purpose for which they seek entry, and shall be refused leave to enter if they have no such current visa: … SCHEDULE 2 (Regulation 9(1)) COUNTRIES AND TERRITORIES WHOSE NATIONALS OR CITIZENS DO NOT REQUIRE VISAS FOR THE TURKS AND CAICOS ISLANDS

Chapter 5.01 is the consolidation of the Immigration Ordinance and the Immigration Regulations made under it. Regulation 9(1) of the Regulations creates the visa obligation — every foreign national or stateless person not listed in Schedule 2 must hold a Turks and Caicos Islands visa — and section 5(2)(b) of the Ordinance creates the ninety-day visitor stay. The amendment (L.N. 22 of 2022) modifies Schedule 2 but creates no obligation itself.
Regulation 9(1) exempts 'the nationals of the countries and territories specified in Schedule 2' from the visa requirement and requires a visa of everyone else, and the quoted Schedule 2 heading names that list as the countries whose nationals or citizens do not require visas; every issuer in this row is named in that Schedule.
