- A.2) A persona clasificada en Categoría “C” de Visa Consultada que cuente con residencia Permanente y/o Temporal, vigente, debidamente comprobada en un país clasificado en Categoría “A” o Exento de Visa, o bien en un país clasificado Categoría “B” Visa Consular o Sin consulta, solo se le dará trato de Visa Consultar o Sin Consulta “B”.

Decreto 286 (Ley Especial de Migración y de Extranjería) creates the obligation: Art. 38 requires every foreigner to carry a visa unless exempt, Art. 29 establishes the A/B/C visa categories, and Art. 84 defines the tourist stay limit. The RREE classification, the CA-4 manual and the DGME notice implement or supplement these articles rather than creating the obligation themselves.
The RREE table marks each of these countries '(C) CONSULTADA' for ordinary passports, and its page data carries Taiwan as Category C; the Ley's Art. 29 defines Category C as a consulted visa, so these nationals must obtain a visa authorized in advance by the Director General.
