Republican Decree-Law No. 47 of 1991 creates the entry obligation itself: Article 3 provides that no foreigner may enter the Republic without a valid passport and an entry visa endorsed on it, and Article 4 delegates any nationality exemption to a decision of the Minister of the Interior. The embassy page and the eVisa portal describe or implement that obligation; they do not create it.
The Embassy of the Republic of Yemen in Budapest's consular page states that nationals of these states are exempt from the condition of obtaining a PRIOR entry visa and that the visa is granted to them at the ports on arrival; the GCC block and the 'other states' block name exactly the issuers in this row, so no advance authorisation is needed.
