Décret n° 87-076, reproduced in the Ministry of Justice's official compilation, is the implementing regulation that CREATES the visa obligation: Art. 2 requires every foreigner entering Niger to hold a passport bearing a Nigerien visa, and Arts. 3-5 define the exemptions (reciprocal visa-abolition agreements, air transit, border-zone nationals). It does not merely describe the position; it imposes the requirement. The AIP GEN-1.3 records the current set of states to which the exemption applies, a later fact the 1987 decree cannot contain.

AIP GEN-1.3 item 10 makes the entry visa the default for every case not enumerated in items 1-18; the 185 issuers on this row appear in none of the enumerated ordinary-passport exemptions, so the visa requirement applies to them. Decree Art. 2 (recueil-justice) creates the same obligation and is the controlling instrument.
