Ley 18.250 is the immigration law that creates the obligation: it requires foreign nationals to obtain a consular visa in the cases where one is exigible (art. 42), and art. 30 lit. B entrusts the MRREE consulates with granting those visas; the DNM table and Decreto 356/018 implement it.
The DNM table's stated default is that citizens of countries not listed are subject to the prior consular visa requirement; Kosovo, South Sudan and Timor-Leste do not appear anywhere in the table, so this default covers them.
