Official wording

All non-Algerians need to apply for a visa to enter Algeria. There are exceptions for some nationals of foreign countries, listed below, who are exempted from visas: … All Nationals from :Libya, Malaysia, Maldives, Mali, Mauritania, Morocco, Sahrawi Arab Democratic Republic, Seychelles, Tunisia.

Loi n° 08-11 du 25 juin 2008 is the Algerian statute that imposes the visa requirement: Article 4 obliges every foreigner to hold a visa in force for any stay, Article 7 requires presenting it at the border, and Article 8 fixes the 90-day maximum stay. The MFA pages describe this obligation and its exemptions; they do not create it.

The Algerian Ministry of Foreign Affairs' consular page states the general visa rule and names every nationality exempted from it; all seven issuers on this row are named in that list.
