Décret n° 2022-050/PR, as published in the Journal Officiel, is the implementing decree of Loi n° 2022-005 on the police des étrangers; its Article 3 imposes the visa obligation on every holder of a foreign travel document, subject to exemptions, and its Article 12 fixes the stay ceilings. The 2026 visa-exemption decree and the platform statements operationalise exemptions within this framework; the decree itself creates the obligation.
The Togolese government's official travel platform states that all African nationals holding a valid passport may enter Togo without a visa for a stay of up to 30 days, so every African-state issuer in this row is visa-free with a 30-day stay, subject only to completing the immigration form in advance.
