Article premier of Décret n° 68-198 du 22 juin 1968 creates the obligation itself — 'L'étranger ne peut entrer en Tunisie que s'il est porteur d'un passeport national ... et après avoir obtenu un visa de transit ou d'entrée' — and article 2 routes the exemption through visa-suppression conventions. The MFA table and embassy list only record which states the exemption reaches; the decree is the instrument that imposes the requirement.
The decree governs the entry of 'l'étranger' (the foreigner); a Tunisian national is not a foreigner for this regime, so Tunisian citizens are not subject to the entry-visa requirement at all.
