This is the operative instrument of the General Directorate of General Security — the body that controls entry — and it imposes the requirement directly: its catch-all states that nationals of countries not previously mentioned require a visa delivered by one of the Lebanese embassies or a previous authorization from the General Security, and it enumerates the current exemptions. It implements Law 319 of 10 July 1962 and Decrees 10188 and 10267, which it cites.
The Turkey line grants Turkish tourists a cost-free three-month multiple-entry visa at the airport and border posts; the memo's conditional-visa provision states the same three-month ceiling numerically, and the Turkey line names Turkish citizens, so no advance arrangement is needed and the stay is three months.
