Article 6 of the Foreign Passport Visa Act is the instrument that CREATES the obligation: "持外國護照者,應持憑有效之簽證來我國" — foreign-passport holders must enter with a valid visa — and it delegates to MOFA the power to carve out visa-exempt and visa-on-arrival treatment. The BOCA lists exercise that delegation and therefore describe an obligation the Act creates.
The Chinese eVisa page lists Turkey as eligible; the note restricts to ordinary and special passports.
