Section 10A(1) of the Immigration Act creates the obligation — every foreigner entering the Republic must produce a valid port of entry visa — and section 10A(4)(a) empowers the Minister to exempt categories of persons; the DHA exempt-countries schedule is that exemption exercised, so the Act is the instrument that imposes the requirement the exemption relieves.
The DHA schedule, issued under the Minister's exemption power in section 10A(4) of the Immigration Act, names the country and the number of days its ordinary passport holders are exempt from the port of entry visa requirement.
