Cabinet Resolution No. (65) of 2022 issuing the Executive Regulations of Federal Decree-Law No. (29) of 2021 on the Entry and Residence of Foreigners is the text that IMPOSES the requirement rather than reporting it: Article 2 says what 'shall be required' for a foreigner to enter — a valid Entry Visa or Residence Permit — and clause 6 is the sole source of relief from it, exempting only nationals of States named in a Cabinet resolution. Every other document cited here supplies a fact this instrument deliberately does not contain: which States the Cabinet has named, and how long the resulting stay runs.
None of these travel documents is issued by a State named in the Ministry's exemption register, and the only exemption the Executive Regulations create runs to 'Nationals of States for which a resolution is issued by the Cabinet'. Clause 4 therefore still bites: the holder must have a valid Entry Visa or Residence Permit, which has to be arranged before travel. This is the class rule reaching them, not an inference from their absence from a list.
