The Immigration and Passport Act, 2014 creates the entry obligation: section 11(6) empowers the Minister by Order to require citizens of specified countries to hold a visa, and sections 13(2) and 24 make entry as a bona fide visitor (for not more than six months) the visa-free route that the exemption orders implement. The Act is the instrument that imposes the requirement; the ministry page and orders describe or grant exemptions from it.

Schedule entry 11 of the 2015 Order exempts all Taiwanese tourists and cruise-ship visitors not bearing official, diplomatic or government passports.

The Act is dated 2014 (assented 2 June 2014, No. 6 of 2014). The Visa Exemption Orders are dated 2015 (SI No. 15, gazetted 30 April 2015) and 2016 (SI No. 30, gazetted 6 October 2016). The EU-ATG agreement is dated 28 May 2009 and EUR-Lex serves a consolidated version dated 01/11/2021. The immigration.gov.ag pages carry a 2015-2016 footer and are the Department's live published pages as fetched. The Kosovo-Antigua and Barbuda visa-abolition agreement was signed in Washington, D.C. on 24 July 2019, gazetted in Kosovo as act PRS-208/2019-MARR-ND on 5 November 2019 and, per the Kosovar Ministry of Foreign Affairs, entered into force on 15 November 2019.
