The Immigration Regulations, regulation 14(1), imposes the obligation: 'Every person entering Belize as a visitor is required to have visas issued by a diplomatic or consular officer of Belize … except—' followed by the exempt classes. The same consolidation holds every Immigration (Visa Exemption) Regulation and Visa Relaxation Declaration Order made under section 8(3)(b) of the Immigration Act that names the exempt countries and their stay periods. This document creates the requirement and grants the exemptions; the department's table only reports the resulting position.

The Immigration (Visa Relaxation Declaration) (Republic of China (Taiwan)) Order of 2012 relaxes visa restrictions on holders of valid ordinary Taiwan passports entering and remaining for up to ninety days.
