The Immigration (Bailiwick of Guernsey) Rules 2008 are made under section 3(2) of the Immigration Act 1971 as extended to the Bailiwick and impose the requirement for leave to enter, define visa nationals (by reference to the UK Appendix) and non-visa nationals, require entry clearance of visa nationals, and set the visitor stay limit. The gov.gg ETA page reports the ETA policy created under that same control framework; it describes the rule, while the Rules create it.
The heading shows the visa-national list governs visits of less than six months; Taiwan is listed as a visa national with an asterisked exception, and VN 2.2(c) exempts holders of a Taiwan passport carrying the national ID number, so such holders are non-visa nationals who need only an ETA (per the Guernsey ETA regime) and may stay up to 6 months; whether the passport carries the ID number is a fact about the traveller's own document.
