E2.5 is the operative immigration instruction (certified under the Immigration Act 2009) that imposes the regime's default rule: a non-citizen may travel to New Zealand only as the holder of a visa, or as a visa waiver traveller holding an ETA. The Act s 14 it implements sits on legislation.govt.nz which refused all fetch attempts.

Taiwan appears in the three-month visa waiver list with note 6, which limits the waiver to permanent residents of Taiwan on Taiwan passports; a qualifying holder needs an ETA and may stay up to three months.
