The Directorate General of Immigration & Passports, the Ministry of Interior body responsible for granting and extending visas to foreigners, publishes the operative visa categories on this page: who needs a visa, who may use the e-visa, who may enter without one. It imposes the visa requirement by naming the exempt and e-visa groups rather than merely describing a rule made elsewhere.
The Ministry of Interior states that Armenia, Israel and Taiwan are on no visa list, so their nationals are not eligible for the e-visa or any visa-on-arrival facility and must obtain a visa from a Pakistan mission before travel.
