Commonwealth Act No. 613, the Philippine Immigration Act of 1940, creates the visa obligation: Section 10 requires every nonimmigrant to present a valid passport visa on admission and Section 50(b) makes that requirement reach every alien, defined as any person not a citizen of the Philippines. EO 408 and the DFA list are exemptions from that statutory requirement.

MECO, the Philippine Representative Office in Taiwan, states that Taiwan passport holders can enter the Philippines visa-free for up to 14 days; this is the 14-day visa-free entitlement for the TWN travel document.
