Effective, December 01, 2018, Palauan and Taiwanese nationals seeking visa-free entry into Taiwan and Palau respectively must hold an ordinary, official or diplomatic passport … and hold a return flight ticket and valid visa for an onward destination.

Title 13 §1002 imposes the entry-permit obligation ('No person, vessel or aircraft, unless specifically exempted by applicable law and regulations, shall enter the Republic without having been issued an appropriate entry permit'). The visa-waiver list, the flagged-country notice and the tourist-visa rule all operate as the exemptions and implementing regulations this statute contemplates.
The bureau's visa-waiver list grants Taiwanese nationals visa-free entry into Palau (the mutual counterpart of the same arrangement for Palauans in Taiwan), subject to the passport, purpose and onward-travel conditions stated.
