Law No. 6458 is the instrument that imposes the obligation: Madde 11 says foreigners staying up to ninety days arrive with a visa and caps the stay a visa or exemption grants at ninety days in every hundred and eighty, and Madde 12 defines the exemption categories. The Ministry page does not impose anything — it reports, per country, which exemption or route applies, which is exactly what a summary of Madde 12 does — so it is cited for the nationality and document-class facts the statute delegates rather than as the source of the requirement itself.

The statute makes a visa the ordinary condition of entry, the Ministry's residual clause directs every foreigner who is not visa-exempt to the e-Visa system or a mission, and each named state's entry records an electronic visa obtained from www.evisa.gov.tr rather than an exemption.
