Cabinet Resolution No. (65) of 2022 issuing the Executive Regulations of Federal Decree-Law No. (29) of 2021 on the Entry and Residence of Foreigners is the text that IMPOSES the requirement rather than reporting it: Article 2 says what 'shall be required' for a foreigner to enter — a valid Entry Visa or Residence Permit — and clause 6 is the sole source of relief from it, exempting only nationals of States named in a Cabinet resolution. Every other document cited here supplies a fact this instrument deliberately does not contain: which States the Cabinet has named, and how long the resulting stay runs.
The Ministry of Foreign Affairs' visa-exemption register names every issuer on this row individually and marks it Visa Required. Read with Article 2 of the Executive Regulations, which makes holding a valid Entry Visa a condition of entry and exempts only nationals of States named in a Cabinet resolution, that entry means the holder must obtain a visa before travelling.
