Закон України «Про правовий статус іноземців та осіб без громадянства» creates the obligation: foreigners and stateless persons enter Ukraine with a passport and a visa unless legislation or an international treaty provides otherwise (стаття 9). The visa-free grants are exceptions to this default.
The Law governs foreigners and stateless persons; Ukrainian citizens are outside its scope and are not subject to any visa regime for entry into their own country.
