(g) a citizen of the Oriental Republic of Uruguay who holds a valid diplomatic, official or national passport of the Oriental Republic of Uruguay who wishes to visit for a period not exceeding ninety days;

SRO 37 of 2019 regulation 2(1) imposes the obligation itself - an alien shall not land in Dominica unless a visa is endorsed in the passport - and regulation 2(2) lists the exemptions; it is the instrument that creates the entry requirement for this regime, made by the Minister under section 28(2) of the Immigration and Passport Act (Chapter 18:01).
SRO 10 of 2015 inserts paragraph (g) granting Uruguayan citizens, including holders of national (ordinary) passports, visa-free entry for up to ninety days, carried into the current principal regulations.
