Uruguay (Note 11)…The period of stay granted upon landing permission will be "15 days" for Indonesia and Thailand, “30 days” for Brunei and Qatar, and "90 days" for other countries and regions.…(Note 11) The new version of Uruguayan ordinary passport issued after April 16, 2025, which does not include a 'place of birth' on the personal data page, is not recognized as valid by the Japanese government. Therefore, these new passports will not be eligible for travel to Japan. The Japanese visa exemption arrangement applies only to Uruguayan nationals holding the old version of Uruguayan passports. Uruguayan nationals holding the old version of passports will remain eligible for visa exemption even if their passports were issued after April 16, 2025.

The Immigration Control and Refugee Recognition Act, Article 6(1), is the provision that imposes the requirement on an alien landing in Japan to hold a valid passport bearing a Japanese consular visa and creates the exemption for passports covered by an international agreement or a notification to foreign governments. The MOFA list (mofa-novisa) records which countries the notification-based exemption currently covers; it reports the exemption rather than creating the obligation.
The table entry names Uruguay, note 11 states the exemption applies only to holders of the old version of the Uruguayan passport (new passports issued after April 16, 2025 without a place of birth are not recognised), and the period sentence grants 90 days to listed countries other than Indonesia, Thailand, Brunei and Qatar; old-passport holders are therefore visa-free for 90 days.
