The ASAC Title 41 2024 Edition is the official codified administrative code: it is where the operative rules impose the Entry Permit on aliens (41.1007), grant the Entry Permit Waiver and OK to Board (41.1101), and enumerate the waiver countries (41.1102) and the Samoa waiver (41.1102(c)). The parent statute is ASCA 41.0502.
ASAC 41.0509(b) sets the entry treatment of U.S. citizens and nationals apart from aliens: they establish nationality with a passport or birth certificate and are not inspected as aliens, so no Entry Permit or advance authorisation applies to them.
