(3) The following persons are exempt from the requirement to obtain an electronic travel authorization: (a) Her Majesty in right of Canada and any member of the Royal Family;
(b) a national of the United States or a person who has been lawfully admitted to the United States for permanent residence;

IRPR Part 2 Division 1, s.7(1), creates the temporary resident visa obligation and s.7.1(1) creates the eTA obligation that this regime answers; s.190 and Schedule 1.1 (separately fetched pages of the same regulation) grant the exemptions from that obligation. It is the instrument that imposes the requirement, not a description of it.
s.7.1(3)(b) lists 'a national of the United States' among the persons exempt from the eTA requirement, so a US citizen needs no eTA before flying. Read with the visa exemption (fieldSources), a US national needs neither a visa nor an eTA, i.e. no advance authorization.
