The Gambia Immigration Department's entry-requirements page states the operative obligation for this regime: a person entering The Gambia must be in possession of a valid pass or permit, and a valid passport must carry a visa unless the holder is exempted. It is the immigration authority's own statement of the requirement enforced at the border.
The US State Department's travel advisory for The Gambia states that a visa is required for US citizens but that it may be applied for upon arrival; the GID entry-requirements page confirms that visas may be obtained from immigration officers at gazetted ports of entry (visa on arrival).
