Décret n° 87-076, reproduced in the Ministry of Justice's official compilation, is the implementing regulation that CREATES the visa obligation: Art. 2 requires every foreigner entering Niger to hold a passport bearing a Nigerien visa, and Arts. 3-5 define the exemptions (reciprocal visa-abolition agreements, air transit, border-zone nationals). It does not merely describe the position; it imposes the requirement. The AIP GEN-1.3 records the current set of states to which the exemption applies, a later fact the 1987 decree cannot contain.
The official state press agency, quoting a Nigerien diplomatic source, reports Niger's decision to prohibit entirely and definitively the issuance of visas to all US citizens and to prohibit indefinitely the entry of US nationals into Niger territory; as a class, US citizens may not enter.
