Multiple Visa may be issued to American nationals (due to bilateral agreements between Tanzania and America) who wish to come for Holiday or Tourism purposes, as they are not entitled for Ordinary Visa. This implies that, USA passport holders who visit Tanzania for tourism or holiday MUST apply for Multiple Visa even If they come for single entry. … the maximum stay duration is three months. … Multiple Visa is not supposed to be used as a Residence Permit. The holder can stay at a maximum for 3 months in each visit.

Section 29(1) of the Immigration Act Cap 54 creates the obligation: a person to whom it applies shall not enter or remain in Tanzania unless holding a passport with a visa, a residence permit or a pass. The Immigration (Visa) Regulations, including the exemption (Third Schedule) and referral (Fourth Schedule) categories and the ninety-day visa validity, are made under the Act, so the Act is the instrument that creates the entry obligation.
The Immigration Services Department's Visa Guidelines state that USA passport holders visiting for holiday or tourism are not entitled to the Ordinary Visa and MUST apply for the Multiple Entry Visa, which is applied for online and approved before travel; the same passage gives the Multiple Visa's maximum stay as three months.
