These attach to the person, not to any nationality, and do not change the nationality-level visa requirement.

The Law on Travel and Residence of Foreign Citizens in the Islamic Republic of Afghanistan (Official Gazette no. 1185, 3 October 2015) is the statute that creates the visa obligation for foreign nationals entering Afghanistan; it is the instrument the IEA's own e-visa portal and embassy visa pages cite and implement.
The Embassy of the Islamic Emirate of Afghanistan in Jakarta states that Afghan visas are required by and obtainable for foreign nationals (an advance visa is the entry route), and that the Tourist Visa allows a stay of thirty (30) days. This issuer's nationality is in the e-visa portal's restricted list, so the consular route described here is the one available to it.
