Aevamo’s reading
The Immigration and Passport Act creates the entry obligation: s.4(f) makes aliens prohibited under the Governor's s.3 order prohibited immigrants, s.6 bars prohibited immigrants from entering, s.9 requires a permit for them, and s.12 requires specific permission for everyone else and fixes the 6-month maximum stay. The eVisa portal's country table is the current publication of the Governor's list; the Act is the instrument that imposes the requirement.
The eVisa portal's country table is the Immigration Department's operative test of whether a nationality requires a visa to visit Anguilla; each of these issuers is marked 'Visa Required' in that table, which is the advance-authorisation requirement.

What this answer covers Limits & assumptions
Work and residence rights are separate from this check. This is the entry rule and the length of stay the instrument grants. It is not a decision about you: the officer at the border decides admission, and we do not evaluate the purpose of your trip, your passport's remaining validity, an onward ticket, funds, insurance or health requirements.
