With effect from 1 September 2025, all travelers holding foreign passports must possess a valid eTA to be granted entry into the Federal Republic of Somalia. … 2.1 Holders of diplomatic, service, or ordinary passports from Rwanda and Malaysia are granted visa-free entry into Somalia. … 2.2 Holders of diplomatic, service, or ordinary passports from Ethiopia, Burundi, Djibouti, Mauritania, Tanzania, Uganda, Algeria, Libya, Tunisia, Egypt, and Comoros are eligible for visas on arrival.

The implementing regulation of the Immigration Law (Sharci Lr. 006 of March 2023), issued by the Ministry of Interior Security, creates the obligation: Article 12(1) states a foreigner may enter or stay only on holding one of the listed entry clearances, and Article 13(3) sets the stay cap. The AIC operationalises this obligation through the eTAS system rather than creating it.

Section 1.2 makes an eTA mandatory for every foreign passport holder; sections 2.1 and 2.2 carve out only Rwanda, Malaysia and the eleven VOA states, so every other nationality listed on the roster is subject to the eTA requirement.
