The Immigration and Passport Act creates the entry obligation: s.4(f) makes aliens prohibited under the Governor's s.3 order prohibited immigrants, s.6 bars prohibited immigrants from entering, s.9 requires a permit for them, and s.12 requires specific permission for everyone else and fixes the 6-month maximum stay. The eVisa portal's country table is the current publication of the Governor's list; the Act is the instrument that imposes the requirement.
The same country table marks each of these issuers 'Visa Not Required', so no authorisation needs to be arranged before travel; the Act's visitor-permit provision then supplies the maximum stay of 6 months.
