La autorización de ingreso por turismo o visita al Estado Plurinacional de Bolivia es emitida por la Dirección General de Migración en los puestos de control fronterizo terrestres o aeroportuarios migratorios, y por motivos de fuerza mayor o caso fortuito en su oficina central o administraciones departamentales cuando la persona extranjera no haya podido acceder a una representación diplomática o consular. DS 4828 is the supreme decree that amended DS 1923 and re-enacts the operative text of articles 8 and 10 — the classification that imposes the visa requirement on Grupo II and Grupo III nationals and provides the border-issued entry authorisation for Grupo II. It is the instrument whose text creates the current obligation, not a description of it.
These four issuers are members of Grupo II, whose nationals the instrument makes subject to a visa or entry authorisation; DS 1923 art. 10 (as amended by DS 4828) provides that the entry authorisation is issued by DIGEMIG at land and airport border posts for Grupo II countries. For these issuers the no-advance-authorisation reading stands, so the border-issued authorisation is the operative route and the traveller obtains it on arrival.
