  • An acceptable travel document, valid for at least 6 months at the date of entry
  • The person applying for the visa must satisfy the decision-maker that: They intend a genuine visit for tourism or to visit friends and family They will not engage in employment or professional activity Have complied with conditions of any previous visas or visa exemptions They will comply with any other visa decisions, including stay period. Are of good character and health.
  • For foreigners who have previously been refused entry, or removed or excluded from the country, or those who have outstanding fine amounts, the visa must be applied for and obtained prior to seeking entry to the national territory at an official border control point.
  • It is valid for a single entry, thirty days stay and may be extended once for the same period.

Travellers of all nationalities, except for nationalities subject to separate a Visa waiver (exemption) arrangements, may apply for, and if they satisfy the criteria for grant, obtain a Tourist Visa on arrival. Tourist Visas on arrival are valid for 30 days stay, and can be extended once with same period.

The Law of Migration and Asylum 11/2017 (as consolidated by Law 10/2021) creates the obligation itself: Article 13(1) requires every foreigner entering Timor-Leste to hold a valid visa, Article 35 sets the tourist-visa validity of thirty days, and Article 44(4) creates the visa-on-arrival mechanism. The ministry pages describe this law's operation rather than creating the obligation.

The Migration Service FAQ states that travellers of all nationalities not subject to a separate visa-waiver arrangement may obtain a Tourist Visa on arrival, valid 30 days and extendable once; every issuer not covered by a visa-exemption row therefore enters on arrival with a 30-day stay.
