Loi n°04-058 art. 8 is the provision that imposes the entry-visa obligation on every foreigner entering Mali; the 2005 decree implements it and the ECOWAS protocol and the ministry/embassy list carve out exemptions from it.
Loi n°04-058 art. 8 makes an entry visa a requirement for every foreigner entering Mali, and none of these issuers appears on any visa-exemption list held, so each must arrange a visa before travel.
