The visa regime shall be abolished for citizens of Vietnam who have reached the age of 55 and are visiting the Republic of Uzbekistan for tourism purposes for a period not exceeding 30 days;

Law O'RQ-692 of 04.06.2021 Article 28 creates the obligation: foreign citizens enter on valid travel documents, and nationals of countries for which Uzbekistan has established a visa regime may enter only with a valid entry visa (including electronic visas). Resolution 408 and PP-3836 implement and exempt from that obligation; the Law is the instrument that imposes the visa requirement.
Decree UP-4861 point 5 abolishes the visa regime for Vietnamese citizens aged 55 or over visiting for tourism up to 30 days; the age condition is one the traveller checks themselves.
