UU No. 6 Tahun 2011 on Immigration is the law whose Article 8(2) creates the obligation that every foreigner entering Indonesia hold a valid visa unless exempted; the BVK facility (Perpres 95/2024) and the VOA facility (Permenkumham 22/2023 as amended) are exemptions from that obligation.
UU 6/2011 Article 8(2) states that every foreigner entering Indonesia must hold a valid visa unless otherwise provided; none of these issuers is on the BVK, VOA or Visitor Visa exemption lists, so the visa requirement stands for them and must be arranged before travel.
