Arrêté du 3 mai 2022 modifiant l'arrêté du 29 décembre 2011 relatif aux documents et visas exigés pour l'entrée des étrangers sur le territoire de la Polynésie française … Au 1 de l'annexe II de l'arrêté du 29 décembre 2011 susvisé, la ligne intitulée « Vanuatu » est modifiée comme suit : « Vanuatu Dispense s'appliquant seulement :-aux titulaires d'un passeport officiel ou d'un passeport diplomatique ;-aux titulaires d'un passeport ordinaire délivré avant le 25 mai 2015.

The arrêté du 29 décembre 2011 (as amended in 2022 and 2025) is the instrument that imposes the short-stay visa requirement for entry to French Polynesia and, in its annex II, defines the nationality-based exemptions; it is the text a border official applies, not a description of it. The CESEDA supplies the underlying general obligation (L. 311-1 as adapted for PF) and the separate EU-citizen regime in Book II.
The arrêté du 3 mai 2022 replaced the Vanuatu line in annex II, restricting the dispense to official/diplomatic passports and ordinary passports issued before 25 May 2015; the quoted passage is that replacement, so a Vanuatu passport issued after that date is not dispensed.
