Section 10 of the Immigration Act 2012 creates the obligation: a non-citizen who is not an exempt person must not enter or stay in Solomon Islands unless holding a visa in force. The concessional entry notice (LN 128/2025) and the Immigration Regulations 2013 only implement exemptions and terms under that Act, so the Act is the instrument that creates the requirement this regime answers.
The notice, made by the Minister under section 3 of the Immigration Act 2012, designates the countries in the Schedule as concessional entry arrangement countries; under regulation 13(2) of the Immigration Regulations a national of a listed country presenting on arrival is granted a visitor visa without a letter of authority, so these issuers need arrange nothing before travel.
