Law No. 2 of 2014 Article 2 creates the obligation that every person entering Syria must hold a passport bearing a Syrian-issued entry visa, and Article 7 authorises the Interior Minister to exempt anyone; Decision No. 128 of 2025 exercises that authority by fixing the visa fees and the fee-exempt nationalities.
Wego's 2026 guide answers whether Gulf nationals need a prior visa by saying the current entry system does not require one — they obtain the visa on arrival for their nationality's fee — and states that the arrival visa is the most reliable method. The GCC states in this row are ARE, BHR, KWT, OMN, QAT and SAU. The remaining Arab and CIS issuers in the row (DZA, MAR, SDN, TUN, YEM, TUR, AZE, BLR, GEO, KAZ, KGZ, MDA, TJK, TKM, UZB) are charged entry fees that Decision 128 settles at the port (تسدد قيمة رسوم السمات عند المعابر الحدودية أو المطارات) and the Interior directive reported by akhbaralyawm confirms their fees are paid upon arrival, so they too obtain the visa at the port rather than arranging it in advance.
