Official wording

Zambian entry visas for nationals whose countries fall under this category require advance clearance by the Zambian Authorities. Applicants must apply for the visa through the Director General of Immigration prior to their arrival into Zambia. The applicant must receive a letter of approval prior to his/her travel. Applications for visas for this category must be made online through the eServices portal.

Aevamo’s reading

The Act creates the entry obligation itself: s.11(2) and s.12(3) require a non-citizen to hold a valid permit or visa to enter or remain in Zambia, s.25 caps the visiting visa at ninety days in any twelve-month period, and s.59 empowers the Minister to make the regulations (SI 129 of 2011 as amended by SI 78 of 2024) that carry the Fifth Schedule visa-exemption list.

The Department of Immigration requires these issuers' nationals to obtain a visa and a letter of approval through the online eServices portal before arriving, so advance authorisation is required and the mechanism is an e-visa.

It is not a decision about you: the officer at the border decides admission, and we do not evaluate the purpose of your trip, your passport's remaining validity, an onward ticket, funds, insurance or health requirements.
